There is One Page Rules' Grimdark Future: onepagerules.com/portfolio/grimdark-future/

They have other rulesets too, like Firefight, which is a skirmish version.

I believe you are thinking of the Battle for Vedros line they launched a few years ago- it was supposed to be very kid-facing with push fit kits and limited rules. It was a really good idea (and a great way to get classic Black Reach models) but they totally shit the bed on promoting and marketing it. It was almost impossible to find any of the kits. But honestly, the new 9th edition quick start rules and playing with just the data sheets (no codex stuff) is pretty streamlined and manageable for a 9-10 year old.
